We have done translations for PCB data (using perl).
The translation of the library data which contains different graphic formats
is an issue.
In our case the new PCB software had new features that we wanted to add. The
translation could not provide the additional data.
When interpreting PCB data some rotate CW others CCW.
Some flip (push to other side) on X axis others on Y.
So it is not a matter of hours but sure that if you have to do a mass work
you should write a program for it.

Maybe it is cheaper to give out the work of maintenance of the old boards to
a service office that uses the original software.
The boards will anyhow become obsolete in a few years.
